Urgent reform of the Vocational Training System for Employment in the work area
Why was a reform necessary?
The vocational training model in force until 22 March seemed to have been consolidated in Spain. During these years of validity the culture of formation has been expanded, a fact that we see reflected in the increase in the number of trained workers and companies that incorporate different training actions in their corporate development strategies.
Despite this apparent consolidation, this model presents a series of deficiencies and fisures:

It is an uncoordinated system.

No strategic planning in vocational training for employment.

Very little linked and adapted to the reality of the productive fabric, especially in the formation of demand for Smes.

The lack of an integrated information system.

The absence of an evaluation of its real impact on production.

Inefficient definition of the role of each player in the system.
The 3 weaknesses of this system which we consider to be the most decisive: it does not contribute to improving employability, the training content is not suitable for the needs of the business fabric, and the low level of competition between suppliers (limits the offer and increases the price of services).
These shortcomings have weakened this training system, preventing it from meeting the challenges of economic recovery and the trends that will influence labour market dynamics and the productive sectors in the near future.
The objectives of the employment training model
The strategic objectives of this reform are:

To increase stable and quality employment.

Increase the competitiveness of enterprises.

Guarantee the right to vocational training, especially for those groups most at risk of exclusion.

Guarantee the employability and professional promotion of workers.

Consolidate the culture of training.
The reform aims to achieve greater effectiveness, efficiency and transparency in the management of resources, coordinating the actors involved and the different Administrations.
Companies and workers are at the centre of the system, seeking greater efficiency, coordination and transparency.
If these objectives are met, workers will be better trained, will be more likely to have a professional career in better conditions and the Spanish productive fabric will have a more competitive set of companies.
Human capital is the most competitive and productive factor of the organizations' present and future.
What are the 12 key points of this reform?

It will apply to all public Administrations.

Social agents: they will be the protagonists and leaders in the exploration, planning and programming of the formative activity.

Labour market observation and survey system.
-
Multi-annual strategic planning: with the aim of designing training consistent with current and future needs of the productive fabric and of workers.

Training account: will accompany the worker throughout his professional career.

Tele-information will make the system more efficient and flexible.
-
In-company training: will be key and very flexible in management, including in-house training.

The management of supply-side training: competitive competition between training centres and, in the field of training for the unemployed, the training-cheque will be implemented.

Continuous evaluation process: to know the impact of training on access to and maintenance of employment.

Zero tolerance for fraud: Ensure that every euro spent on training is dedicated to it. There will be two new developments in this regard, the Special Inspection Unit which will act within the scope of the Labour and Social Security Inspectorate and the increase of penalties for companies which use the funds received in an irregular manner.

New sanctioning regime: Beneficiaries are unable to return to work for the public administration in the field of training for five years when they have breached the law.

Integrated information system: to ensure the traceability of training actions and the consistency and updating of all information.
The social partners

Employers' and trade unions' organisations are very much involved in this new model, being central to strategic planning although they will not act as direct managers of training.

Transformation of the Tripartite Foundation for Training in Employment: representatives of the General Administration of the State shall represent the majority of its members.

The autonomous and social economy organizations will be important in identifying needs, the design, programming and dissemination of training specifically aimed at self-employed workers and the social economy in the area of participation to be established.

The right to vocational training for employment is also recognized as a new right for self-employed workers.

The organisers will help to increase the penetration of training between micro-enterprises.
